Recently, by the south-north water diversion project office under the State Council in conjunction with the ministry of communications, ministry of environmental protection, housing, urban and rural construction ministry, the ministry of land and resources and the state administration of work safety, joint research group in yangzhou, jiangsu province, huaian and suqian, xuzhou and zaozhuang of shandong province, jining city in eastern shipping canal water pollution prevention and treatment research. The research group visited by boat the improvement of small docks, the prevention and control of shipping water pollution and the construction of ecological waterway along the eastern route of The Beijing-Hangzhou Canal, and listened to reports on the prevention and control of shipping water pollution from jiangsu and Shandong provinces and six cities respectively. Discussion was held on the feasibility of the construction scheme for the prevention and control of shipping water pollution, the charging and supervision mechanism for the treatment of ship pollutants, the transportation of dangerous chemicals and the formulation of the management regulations for the prevention and control of shipping water pollution along the eastern route.

According to the research group, the construction plan of water pollution Prevention and Control Facilities for the Eastern Route of the South-to-North Water Diversion Project in The Beijing-Hangzhou Canal has taken into overall consideration the construction of ports and ships' water pollution prevention and control, emergency and monitoring system for shipping pollution prevention and control, and the construction of ecological waterway. At present, the key point of the program compilation work is to realize the large-scale, intensive and environmental protection layout of the port through the relocation, transformation and demolition of the small wharf along the coast. Second, the relevant departments of The State Council and the relevant departments of the two provinces jointly study and formulate specific charging methods and standards for the reception and treatment of pollutants from ships, establish and improve the operation and management mechanism for the treatment of pollutants, so as to ensure the normal operation of water pollution prevention and control facilities. Third, according to the national hazardous chemicals catalog, the two provinces will further check the current situation of the transportation of hazardous chemicals and supplement and take measures in the plan. Through investigation and risk assessment, the catalogue of dangerous chemical transportation management for eastern shipping is further put forward to strengthen the construction and supervision of dangerous chemical transportation facilities. Fourth, it is suggested that the province establish a special joint working mechanism for the prevention and control of shipping pollution and organize the construction and management of shipping water pollution prevention and control facilities.
The research team stressed that the two provinces should complete the formulation of the plan as soon as possible, combining the water quality of the eastern route of the south-to-North Water Diversion project, the transport function, the grand Canal's application for world Heritage and the economic development along the route. And the construction of water pollution prevention and control facilities of the Beijing-Hangzhou Canal shipping is included in the Comprehensive management Plan of the Beijing-Hangzhou Canal, so as to realize the "clean water corridor" of the eastern route of the south-to-North Water Diversion project and the healthy development of the shipping industry of the Beijing-Hangzhou Canal.
